Community of Madrid: Complementary Covid line for direct aid to self-employed workers and companies

Madrid will allocate 220 million euros in direct aid for self-employed workers and SMEs in sectors excluded by the Decree-Law of March 12.

The call, open since May 1, will allow the more than 25 CNAES excluded by the Decree-Law to access grants of between 3,000 and 200,000€. This new line has 220 M euros from own funds, which the Community of Madrid will manage together with the 679 M euros corresponding to the state allocation.

Type of funding

Finalist grants. The amounts of the aid are fixed at:

-A maximum of 3,000€ for those entrepreneurs or professionals who apply the objective estimation regime in personal income tax. Otherwise, self-employed workers and entrepreneurs will be able to access aid from between 4,000 and 200,000€, depending on the drop in its turnover. -A maximum of 3,000€ for those entrepreneurs or professionals who started their activity between 01/01/2019 and 31/03/2020 and apply the objective estimation regime in personal income tax. In the event that these entrepreneurs or professionals do not apply the objective estimation regime, the aid received may be up to 30,000€.

Beneficiaries

Self-employed entrepreneurs or professionals, with registered office in the Community of Madrid and whose economic activity is defined in Annex V of the call, who have registered a decrease of at least 30% in the volume of its annual operations included in the period of 2020, compared to the figure obtained in 2019. Those who have declared a negative net result in the Personal Income Tax return for 2019.

Main requirements

As a general rule, beneficiary entities must have a tax domicile within the Community of Madrid, apply the objective estimation regime in the IRP and comply with the following commitments:

-Maintain economic activity, at least, until 30/06/2022.-Do not distribute dividends during 2021 and 2022. -Don't approve increments with regard to the remuneration of senior management for the two years following the date of granting the aid.

Beneficiaries must prove, both during the 2019 and 2020 financial years and at the time of submission of the application, the exercise of an activity provided for in Annex V of the said agreement. Check if your company belongs to any of the sectors of activity defined in the CNAE list.

Eligible concepts

Beneficiary entities must allocate the aid received first, to meet the debt and payments to suppliers and other creditors, in order of age according to the date the invoices were issued. In the case of bank debt, the reduction of the nominal amount of publicly guaranteed debt will prevail. The aid may also be used to finance fixed costs incurred, as long as they were accrued between 01/03/2020 and 31/05/2021.
