The Ministry of Industry and Tourism has launched the funding program "Innovation X Climate", aimed at SMEs and endowed with 300 million euros in participatory loans, to boost innovation in climate efficiency.

This was announced by Minister Jordi Hereu at the event "Spain Entrepreneurship: Innovation for climate resilience", organized by ENISA, which was also attended by the Third Vice President and Minister for the Ecological Transition, Sara Aagesen.

What is Innovation X Climate?

It is a new participatory loan program, integrated into the FEPYME Fund (Fund for Entrepreneurship and Small and Medium-sized Enterprises) managed by ENISA, aimed at small and medium-sized enterprises that develop innovative solutions to anticipate climate risks, strengthen the resilience of the productive fabric, and accelerate the recovery of businesses and territories affected by disasters or emergencies.

As Minister Hereu explained: "We are mobilizing the entrepreneurial ecosystem to make a fundamental contribution to the mitigation and prevention of the fight against climate change". The minister also stressed that this is a great opportunity for SMEs, which make up 99.8% of the business landscape in Spain.

Interested companies can now submit their applications through the website set up by ENISA.

What the initiative includes, beyond funding

Innovación X Clima is not limited to participatory loans. The program includes three additional elements:

• A National Climate Innovation Platform: a national map to identify who is innovating in this field, where they are doing it, and what resources they need, with the goal of connecting projects, avoiding duplication, and helping the best solutions find support.
• A Climate Innovation Challenges Program: specific calls for proposals aimed at finding concrete answers to real-world problems—water, energy, natural disaster prevention, territorial adaptation—supporting selected projects from selection through to funding and growth.
• A public-private governance space: a collaborative framework for government, businesses, science, and the innovation ecosystem to define priority challenges and coordinate efforts.

Why the Government is launching this initiative now

The Ministry's official statement places the initiative within a trajectory of climate commitments that began in 2018 with the Just Transition Strategy, followed by the 2020 declaration of a climate emergency, the National Integrated Energy and Climate Plan, the first Climate Change and Energy Transition Law in 2021, the subsequent National Climate Change Adaptation Plan, and last year's proposal for a State Pact against the Climate Emergency.

The Ministry also provides two contextual data points to justify the scale of the program: in 2024, the environmental economy contributed 2.7% of Spain's GDP and supported more than half a million jobs; and forecasts suggest that the global climate resilience technology market could reach one trillion dollars by 2030. According to the Ministry itself, SMEs are "a central piece of our business fabric": they are present in every region, have an intimate understanding of local issues, and possess the agility to turn a specific need into a real solution.
