
The Ministry of Industry and Tourism has launched the Industrial Value Chain Promotion Program (CVI-SEPIDES) 2025, a call that unifies and modernizes traditional lines such as IDI and ACTIVA, and seeks to promote projects with a real impact on the competitiveness of the industrial fabric.
Purpose of the program
The purpose of the CVI-SEPIDES 2025 Program strengthening the competitiveness of the Spanish industrial sector through initiatives that promote research, technological development, sustainability and digitalization. Its objective is to:
- Accelerate the innovative transformation of production processes.
- Reduce strategic dependencies and improve industrial resilience.
- Increase energy efficiency and the adoption of clean technologies
- Facilitate the transition to more sustainable production models.
These grants fall within the framework of the Recovery, Transformation and Resilience Plan, specifically in investment 6 of Component 12, and are funded by NextGenerationEU.
Beneficiaries
You will be able to access this line industrial companies of any size, provided that they meet the following requirements:
- To be commercial companies with their own legal personality.
- Be legally constituted in Spain and duly registered.
- Count on at least three years of accredited industrial activity.
- Develop actions in a single industrial establishment.
These conditions open the door to SMEs, medium and large companies, provided that their activity is clearly linked to industrial processes.
CVI-SEPIDES help type
Grants awarded in non-competitive competition regime up to 80% of the project.
Minimum Fundable Budgets
Line 1 — R+D+i
- Large companies: 500,000€ — 1,000,000€
- SMES: 250,000€ — 500,000€
Line 2 — Innovation in Sustainability and Efficiency
- Large companies: 500,000€ — 5,000,000€
- SMES: 250,000€ — 1,000,000€
Line 3 — SME Investment
- Sustainable productive priority: minimum 250,000€
- Sustainable digitalization priority: minimum 150,000€
Maximum Aid Intensities
They depend on the size of the company and the type of project:
- Small and micro enterprises: 20% — 65%
- Medium-sized companies: 10% — 55%
- Large companies: 20% — 45%
In all cases, aid can cover up to 80% of the eligible cost.
Limits by Project Type
- Industrial Research: up to 35 M€
- Experimental development: up to 25 M€
- Organizational and process innovation: up to 12.5 M€
- Environmental protection: up to 30 M€
- Energy Efficiency: up to 30 M€
- SME R+D+i investment: up to 8.25 M€
These percentages can be increased by Up to 15 points if certain broadcasting or location requirements in assisted areas are met, but total aid still cannot exceed 80%

CVI-SEPIDES aid lines of action
The projects must fit into one of the three main lines contemplated in the call
1. Research, Development and Innovation Line (R+D+i)
It funds projects of:
- Industrial Research
- Experimental development
- Innovation in organization
- Process innovation
It is an ideal line for companies that develop technology, new production processes, automation, new manufacturing methodologies or advanced redesigns.
2. Innovation Line in Sustainability and Energy Efficiency
It finances innovative investments related to:
- Protection of the environment
- Energy saving and energy efficiency measures
3. SME Investment Line in R+D+i and Digitalization (exclusive for SMEs)
Aimed at small and medium-sized companies that want to invest in: production processes that need modernization, robotization or digitalization.
Thematic priorities
Each project must fall within one of these two priorities:
1. Sustainable production solutions
The focus is on promoting industries that are more resilient and aligned with European strategic autonomy.
2. Digitalization solutions aimed at sustainability
Provided that these solutions have a direct impact on the sustainability of the production process.
Financiable expenses of CVI-SEPIDES
1. R+D+i line
- Technical and research staff
- Instrumentation and equipment (up to 60%)
- Contract research and acquisition of know-how
- Specialized technical consultancy
- General expenses (15% of staff cost)
2. Innovation Line in Sustainability and Energy Efficiency
- Production equipment and equipment (minimum 20% of the budget)
- Building and facilities (maximum 50%)
- Intangible assets (patents, licenses, know-how)
- External collaborations for process design/redesign
3. SME Investment Line R+D+i and Digitalization
- Productive equipment and appliances or hardware linked to the project
- Technological intangible assets
- Building and necessary facilities (up to 50%)
Execution time
- Maximus 36 months from the date of resolution.
- The expenses will be bankable from the day following the submission of the application.
